The Energy Policy Act of 2005 includes a provision for ten years' worth of production tax credits for developers who bring "incremental" hydropower on line before January 1, 2008. Tax credits can be a significant financial incentive for developing additional hydropower capacity, yet the tight window for getting projects completed creates some challenges.
