摘要

This survey shows that postponing repairs and replacements can have significant cost and schedule impacts if the result is a forced outage. Cost increases can be more than 1,000% of the cost of a planned outage, and schedule impacts can be as much as 800%. Staffing limitations and equipment lead times accounted for 80% of the schedule impacts. In at least 35% of reported failure events, owners identified no deteriorated condition or warning signs of failure. These results suggest that regular condition monitoring and reliability centered maintenance programs could prevent failures, but it may not be possible or practical for condition monitoring to prevent all forced outages. Component age may be a better indicator of failure as the survey results demonstrated that often there was not a condition based indicator that preceded the forced failure. Planning investment decisions (including investment in strategic spare parts for replacement to limit outage times based on age, available condition assessments, and engineering judgment are critical to effectively managing your hydropower fleet.
