The Hydrogen and Fuel Cell Technical Advisory Committee (HTAC) was established under Section 807 of the Energy Policy Act of 2005 to provide technical and programmatic advice to the Energy Secretary on DOE's hydrogen research, development, and demonstration efforts. The Committee's annual report is the best yet indication of the DOE's sometimes wavering involvement in fuel cell development and commercialization.rnAccording to the Committee, "The hydrogen and fuel cell industry made significant strides in 2009, especially considering the challenging economic climate, DOE hydrogen program budget uncertainties, and the shifting policy framework upon which much of the industry relies.
