California Attorney General Xavier Becerra and Pennsylvania Attorney General Josh Shapiro are leading acoalition of attorneys general in opposing a new Trump administration proposed rule they say underminesprotections that prevent federal contractors from discriminating against employees.The NPRM, Implementing Legal Requirements Regarding the Equal Opportunity Clause’s Religious Exemption,would expand the Office of Federal Contract Compliance Programs’ interpretation of the religious exemptioncontained in Executive Order 11246, which was issued one year after the Civil Rights Act of 1964. EO 11246mandates equal employment opportunity in federal government contracting and prohibits all federal contractorsfrom discriminating on the basis of race, color, national origin, religion, and sex; it was amended in 2014 toinclude landmark anti-discrimination protections for workers on the basis of sexual orientation and genderidentity.
