The Service Contract Act of 1965, the McNamara-O'Hara Act, requires payment of minimum wages on contractsrnexecuted by the United States or the District of Columbia if the principal purpose of the contract is to furnishrnservices through the use of service employees—employees who actually perform the required service. Althoughrnservice employees are the prime beneficiaries of the Act, employees whose duties are necessary to thernperformance of service employees but who are not service employees are also covered.
