The study of human capital on a national level as well as cross-country human capital comparisons are becoming important issues to consider because the correct utilization of national human capital has a potential to significantly enhance profitability of multinational and local companies and the wealth of entire countries. This article argues that national human capital (NHC) as well as national HRD is different in different countries, and that NHC of a country possesses unique features, which has significant implications for its practical utilization and development. It also argues that NHC is measurable and that international open access data are valid for assessing NHC, which is especially helpful from cost-benefit perspective. As a case-study to support this theory, the article evaluates the human resources' property, human capital, of one particular country - Ukraine.
