An influx of foreign jihadists directed by AJ-Qaeda in Iraq and abetted by former members of Saddam Hussein's Baath party, along with Sunni resistance fighters, created mayhem, engaging U.S. forces in pitched battles such as that in Fallujah and planting thousands of improvised explosive devices (IEDs) that killed or maimed thousands of U.S. service personnel. On the macro level he saw the big picture of the war in Iraq as chairman of the House Armed Services Committee from 2003 to 2007, and from that vantage point was privy to top-secret briefings on the war and heard testimony on all aspects of the conflict from dozens of civilian and military officers, who imparted many points of view.
