HUD is reexamining current rent restrictions in publie housing to see if they can be made more flexible and enhance the value of the underlying properties in capital grant financing deals, said Michael Liu, assistant secretary for public and Indian housing, at a conference on strategies to help PHAs move beyond traditional public housing development. Liu participated in a panel discussion with two former HUD assistant secretaries of public and Indian housing, Kevin Marchman and Joseph Schiff, and all three ag that PHAs will have to finance and operate their estate more like the private sector if they are to survive an era when federal funds are not meeting capital needs. One veteran PHA executive perhaps summed up the view of conference participants, telling HDR that "we have to make this transition to a post-federal era. In fact we've been in the post-federal era for some time now."
