The National Council of Affordable Housing Market Analysts (NCAHMA) has issued draft standards for determining demand and capture rates for low-income housing tax credit projects. According to NCAHMA, various state housing agencies require the use of different approaches and models in determining demand, which is defined as the measure of the number of income-qualified households with the propensity to move to a particular development, and the capture rate, which is the percentage of income-eligible households that a project must attract as tenants to become fully leased. As a result, state agencies have established a wide range of capture rates, creating complications for syndicators and lenders.
