The Section 8 voucher program needs assurance of stable, long-term funding so that PHAs, developers, and lenders can plan ahead of the annual appropriations process, but the Administration's flexible voucher program (FVP) would not provide this stability, said participants in a panel discussion at the National Leased Housing Association (NLHA) annual meeting on June 15. Denise Muha, NLHA executive director, described the FVP as a program that would make it easier for Congress to reduce funding each year since it would no longer be tied to a per-voucher cost.
