Congress should reform the community development block grant program's allocation formulas to better target funds to low-income communities most in need, according to a House Government Reform Committee report. HUD has initiated measures to improve administration of the CDBG program, the report notes, and the department should be encouraged to continue these reforms. The current CDBG dual allocation formulas have raised fairness issues, including providing higher per capita awards to wealthier communities and providing disparate per capita grants to communities with similar situations, according to the report.
