GAO Recommends Changes in Project-Based Policies to Encourage Owners to Remain in Program

As part of its housing preservation efforts, HUD should revise its Section 8 project-based policies and procedures to allow owners to reduce the number of units under contract and to address their concerns about the operating cost adjustment factor (OCAF) process, according to a U.S. Government Accountability Office (GAO) report. In an analysis of projects whose contracts were subject to renewal during the 2001-2005 period, the GAO found that the overwhelming majority were renewed.
