Cabrera Backs Budget-Based Plan For Allocation of Voucher Funds As House Panel Considers Reforms

At a House housing subcommittee hearing on Section 8 voucher reforms, Orlando Cabrera, HUD assistant secretary for public and Indian housing, said that the Section 8 voucher allocation formula should continue to fund PHAs on a budget basis to control costs and that Congress could help well-performing PHAs assist more families by raising the cap on the number of authorized vouchers that each PHA can lease.
