The default rate on subprime mortgages could top 20 percent next year, but the impact on the rest of the housing market should be limited, according to housing economist Anthony Downs. Downs, a senior fellow at the Brookings Institution, and Stephen R. Blank, senior resident fellow for real estate finance and capital markets at the Urban Land Institute (ULI), spoke at a November 16 ULI briefing on the release of Downs's new book on housing and real estate finance, "Niagara of Capital."
