Apartment owners can't terminate the Section 8 housing choice vouchers of tenants protected by the Los Angeles Rent Stabilization Ordinance (LARSO), the U.S. District Court for Central California, Western Division, ruled, invaliding HUD rules allowing termination by owners who want to raise rents.
