Senate May Consider Extension Of Moving-to-Work Program

Reauthorization of the Moving-to-Work (MTW) program will likely be taken up in the Senate Banking Committee as part of Section 8 voucher reform legislation, and Gregg Russ, executive director of the Cambridge, Mass., Housing Authority (CHA), an MTW agency, told HDR that he believes the House-passed plan strikes the right balance between protecting tenant's rights and keeping the door open to useful innovations. Agencies participating in the MTW program have been among its strongest advocates, and Russ is no exception. There also has been a strong push for expansion from PHAs not in the program that view it as a way to deal with reduced funding.
