The housing slump was a significant drag on the economy in 2006, and starts and sales are headed even lower this year, according to the 2007 State of the Nation's Housing report by the Joint Center for Housing Studies of Harvard University. Still, the report found that affordability remains the nation's biggest housing problem, with a record 37.3 million households spending more than 30 percent of their income on housing in 2005, up 2.3 million from the previous year.
