CD Corporations Are Planning for Neighborhood Stabilization Grants, Provide Action Plan Recommendations

Community development corporations (CDCs) are involved in intense planning with state and local jurisdictions to develop action plans for the $3.29 billion in neighborhood stabilization program (NSP) funds allocated by HUD, according to Diane Sterner, chairwoman of the National Alliance of Community Economic Development Associations (NACEDA). The challenge is to put together a successful program in a short period of time, Sterner said in an interview with HDR. States and CDBG entitlement communities which received NSP funds must have a proposed action plan on their web sites by November 15 for a 15-day comment period. Grantees must submit a substantially complete plan as an amendment to their 2008 consolidated plan by December 1.
