Housing Counseling Agencies Report Two -Thirds of Foreclosure-Related Clients Are Low-Income Households

A National Low Income Housing Coalition (NLIHC) survey of HUD-approved housing counseling agencies that do not restrict their services by income found that more than two-thirds of their foreclosure-related clients were low-income households. The survey was conducted during April and May and covered activity during the previous 12 months. The 101 agencies that reported income data said that 69 percent of their clients had incomes at or below 80 percent of area median income, and 35 percent had incomes at or below 50 percent of area median. Many agencies stressed in their comments to NLIHC that the current foreclosure crisis affects households of all income levels, and several indicated that households entering foreclosure have higher incomes than foreclosure clients in previous years.
