Senate Nears Passage of Bill with FHA Refinancing, GSE Reform, Housing Trust Fund, Tax Incentives

As HDR went to press, the Senate appeared poised to pass a multifaceted housing bill (H.R. 3221) that would provide relief for homeowners facing foreclosure and funds to redevelop foreclosed properties, reform regulation of the housing government-sponsored enterprises (GSEs) and create a new affordable housing trust fund, modernize the FHA, and provide tax incentives for rental and owner-occupied housing. The Senate approved, 79-16, an amendment by Banking Committee Chairman Christopher Dodd (D-Conn.) on June 25 that serves as a complete substitute for the House-passed version of the legislation.
