Guidance Provided On Requests To Project-base Hud-vash Vouchers

PHA requests to project-base HUD-Veterans Affairs supportive housing (HUD-VASH) vouchers must be supported by the Veterans Affairs Medical Center (VAMC) participating in the PHA's program, according to Notice PIH 2009-11 (HA), which was issued on March 16.rnThe notice also points out that HUD and the VA have determined that no more than 50 percent of a PHA's HUD-VASH vouchers, rounded down, may be project-based. In addition, this number must fit within the 20 percent limit on voucher budget authority which may be allocated to project-based assistance.rnRequests must explain why the PHA is proposing project-based, rather than tenant-based, voucher assistance, as well as the challenges voucher holders - especially HUD-VASH voucher holders - face in the local rental housing market.
