Clpha, Nahro, Phada Issue Funding Requests For Fiscal 2010

The Council of Large Public Housing Authorities (CLPHA), National Association of Housing and Redevelopment Officials (NAHRO), and Public Housing authorities Directors Association (PHADA) have put together a fiscal 2010 joint funding request for public housing that includes full formula funding of $5.5 billion for the operating fund, $5 billion for the capital fund, $800 million for HOPE VI, and $310 million for safety and security costs. In addition, the three groups are asking for $16.5 billion in Section 8 voucher funds, a request that assumes a 98 percent utilization rate and is based on calendar 2007 leasing and cost data. The amount is adjusted for inflation and includes the cost of incremental vouchers which would be renewed in 2010. The voucher estimate is also based on 2007 tenant income data. The organizations noted that there could be a decline in income due to the recession, which would increase the funding need.
