HUD has allocated $1 billion in community development block grant funds provided by the American Recovery and Reinvestment Act (ARRA) to stimulate economic activity and help pull the country out of the recession.rnAccording to a notice of program requirements posted on its web site, HUD is distributing $980 million of the CDBG recovery (CDBG-R) funds to states, entitlement grantees, insular areas, and non-entitlement counties in Hawaii that received fiscal 2008 CDBG formula funding. The department is also allocating $10 million to the Indian CDBG program and retaining $10 million to cover its administrative costs.rnIn order to receive their funds, entitlement grantees, insular areas, and Hawaiian counties must submit substantial amendments to their program year 2008 action plans by June 5, while states must submit their amendments by June 29. Any unit of local government which did not apply for its fiscal 2008 CDBG funds is ineligible for CDBG-R funding.
