Housing starts rose slightly in January, but building permits dropped, as activity in the volatile multifamily sector moved in opposite directions.rnThe seasonally adjusted annual starts rate was 591,000 units, up 2.8 percent from the December rate of 575,000. The single-family starts rate edged up 1.5 percent, from 477,000 to 484,000, while the multifamily rate jumped 9.2 percent, from 98,000 to 107,000.
