Rental housing vacancies have risen because of an increase in the supply of higher-cost units, while the affordable sector of the market has tightened up, according to a HUD working paper.rnThe study looks at trends in rental housing through the second quarter of 2009. At that time, the rental vacancy rate was 10.6 percent, up 50 basis points from the first quarter and 60 basis points from the second quarter of 2008.
