HUD Releases Draft Legislation for Transforming Rental Assistance Plan

HUD has sent to Congress draft legislation for the transforming rental assistance (TRA) initiative, which would authorize the voluntary conversion of public and older assisted housing to a new project-based Section 8 program or to project-based vouchers.rnPHAs and other housing owners could use the new rent subsidy to leverage private financing for long-term capital needs and energy-efficiency improvements. The program is also aimed at enhancing housing choice for tenants, increasing administrative efficiency, and creating more uniform policies for HUD rental assistance programs.
