Dubuque Helps Voucher Families Find Their Way Out of Poverty

The Dubuque, Iowa, housing department reports that Section 8 voucher families enrolled in the Family Self-Sufficiency (FSS) program have improved their lives by supplementing FSS counseling with a course based on the research of Ruby Payne and Philip Devol on the relationship between generational poverty and economic class. Payne's work is based on her 30 years of experience in the public schools as a principal and central office administrator. DeVol directed an outpatient chemical-dependency treatment center for 19 years. He now consults and trains on poverty issues, the design of adolescent treatment programs, and improving retention rates for new hires from poverty.
