California Gov. Jerry Brown (D) has proposed to eliminate local redevelopment agencies and end state tax benefits for enterprise zones as part of a 2011-2012 budget plan to wipe out an estimated 18-month deficit of $25.4 billion. John Shirey, executive director of the California Redevelopment Association (CRA), called the proposal to eliminate the redevelopment agencies "more budget smoke and mirrors that will bring little financial gain for the state, but will cause widespread and significant economic pain in communities throughout California. It is another gimmick that will likely result in extensive litigation."
