Portland Housing Authority Plans New Rent Method to Encourage Work

The Housing Authority of Portland, Ore., (HAP) plans to implement rent reforms this spring for about 10,000 public housing and voucher households which will phase in higher tenant rent contributions over several years to encourage employment while setting stable rent payments for seniors and disabled households on fixed incomes. Families who receive rental assistance under special programs like Shelter Plus Care and Veterans Affairs supportive housing (VASH) will continue with the current rent method in which a family generally pays 30 percent of adjusted household income for rent.
