Court Upholds Application of REAC Inspection Standards to Properties with Project-Based Aid

The U.S. District Court for the Southern District of New York upheld HUD's application of its Real Estate Assessment Center (REAC) inspection standards to project-based Section 8 housing, rejecting property owners' contention that the department's application of different standards to different types of housing was arbitrary and capricious.
