The Transportation Security Administration is looking for volunteers to participate in a new pilot project beginning later this month to test feasibility of 100 percent air-cargo scanning, according to a notice issued late last month. The Certified Cargo Screening Program (CCSP) relies on the premise that "while it is the TSA's responsibility to develop security programs, it is industry's responsibility to ensure that the cargo is screened"—a philosophy many members of Congress have begun to question (see related story).
