A biannual appropriations process and automatic Continuing Resolutions in the event spending bills are not passed on time are among the budgetary reform proposals unveiled Feb. 4 by the White House as part of its Fiscal Year 2009 budget request. "The budget process should be transparent, accountable and orderly. The current budget process needs reform to achieve these goals," the Administration said in the request.
