The Tao of Tariffs

There probably isn't an economist, business leader or government head - OK, there is one - who believes that tariffs are a good way to reform international trade issues. For every intended target of these measures, there are almost always unintended victims, usually by a factor of three or four. They punish the wrong people, create artificial business conditions and generally antagonize almost everybody.
