This summer's parliamentary recess has been a most unusual one in the Westminster arena. As a rule, the summer is open season for the government. Free from attack in either House, with the opposition deprived of its best platform, ministers like to dribble out a variety of goodies to the press and the electorate hoping to present themselves and their policies in as desirable a light as possible.
