Blair to make move on road pricing

By the time this reaches readers, Parliament will have returned from the long recess and there may be some views from Westminster to pass on. In the meantime, I am writing this in the middle of the political party conference season. Indeed, I have just been listening, on television, to the Prime Minister's speech to the Labour party. It showed how considerable a performer Tony Blair is, and I have to say that he did not sound at all like a man winding down to an early retirement. Two things which he said caught my fancy, one on energy policy and the other on road transport.
