Tony Kirby (Fellow), portfolio holder and Council member of IHE has been invited by the Department for Transport to join a steering group which will oversee the development of a Speed Limit Assessment tool. The DfT plan to revise and reissue the guidance on local speed limits with the aim of increasing flexibility for local authorities. In the Strategic Framework for Road Safety (May 2011, paragraph 3.26) the then Secretary of State announced the intention to provide an economic tool to help local authorities to assess the full costs and benefits of any proposed schemes. DfT expect this Speed Limit Assessment tool to help local authorities make robustly defensible decisions about local speeds, and a revised circular is expected to be launched in early autumn 2012 after a consultation.
