An economist by background, John Larkinson worked for the ORR's predecessor, the Office of Rail Regulation, and its predecessor, the Strategic Rail Authority. He stepped into the chief executive's seat in October 2018 from the role of director of railway markets and economics. Invited to say what he has learned about the ORR and Highways England in the last five years, Mr Larkinson points out that he worked on the creation of the latter and the extended remit of the former. 1 wrote the original proposal to the Department for Transport, right at the start of roads reform and it had this idea, of some kind of monitor, [plus] some kind of body doing Passenger Focus things, and they contacted us and said, if you were the monitor, what would you do, what sort of resources would you need?
