No-one is celebrating the collapse of Carillion, far from it, but it does present us with a once in a generation chance to change our industry's damaging payment culture, forever - and we simply must not miss it.The fact that draft legislation - designed to protect supply chain firms from the worst impacts of a major insolvency - was introduced by Peter Aldous MP to Parliament just six days before Carillion went under is not a coincidence. BESA and the ECA, along with other concerned industry bodies, had been sounding the alarm bell over retentions and the late payment culture in construction for years.
