EPA has announced that, as of January 18, 2009, the agency's Office of Solid Waste (OSW) was reorganized and renamed the Office of Resource Conservation and Recovery (ORCR). The changes are designed to better reflect the office's responsibilities and authorities under RCRA, its primary authorizing statute.rnORCR is a division of EPA's Office of Solid Waste and Emergency Response (OSWER). Other offices within OSWER include: 1) Office of Superfund Remediation & Technology Innovation, 2) Office of Underground Storage Tanks, 3) Office of Brownfields and Land Revitalization, and 4) Office of Emergency Management.
