Ports tend to be the sort of place where different regulatory systems clash. The UK is proposing to amend its specific rules on handling dangerous goods in harbours to take account of changes in land and maritime regulations. The carriage and handling of dangerous goods in ports in the UK is currently governed by the Dangerous Goods in Harbour Areas Regulations which came into force on June 1,1987. They are based on the International Maritime Organisation's (IMO) Recommendations on the Safe Transport, Handling and Storage of Dangerous Substances in Port Areas and replaced earlier, fragmentary legislation based on a number of harbour bye-laws made under old explosives or petroleum legislation.
