US RSPA has largely held firm in its attempts to harmonise US hazmat transport regulations with the UN Recommendations, despite petitions to the contrary from US industry. A second final rule has been issued by the US Department of Transportation's (DOT) Research and Special Programs Administration (RSPA) under docket HM-215D. An earlier final rule, published in the Federal Register this past February 1, authorised the use of the new editions of the International Maritime Dangerous Goods (IMDG) Code, the UN Recommendations on the Transport of Dangerous Goods (the 'Orange Book') and the UN Manual of Tests and Criteria (HCB March 2001, page 17). This second rule, published in the Federal Register this past June 21, addresses other matters included in the notice of proposed rulemaking (NPRM) of October 23, 2000 (HCB December 2000, page 11), with particular reference to hazard communication, classification and packaging requirements.
