Road One can sympathise with non-ADR countries when they complain that provisions are introduced into European rules and then forced upon them in the UN forum. This situation is likely to get worse if, as seems likely, Asian countries sign up to ADR. The UN European Commission for Europe (ECE) Working Party on the Transport of Dangerous Goods (WP15) held its 74th Session in Geneva this past May 19 to 23. Present were representatives of 26 countries along with the Intergovernmental Organisation for International Carriage by Rail (OTIF) and nine non-governmental organisations. Mr J Franco (Portugal) was in the chair with Mrs A Roumier (France) acting as vice-chairman. WP15 is the body responsible for updating the ADR Agreement, the Annexes to which govern the international transport of dangerous goods by road throughout Europe and, increasingly, in other territories. Under EU direction, ADR also applies to domestic transport in member states.
