President Bush's National Strategy for Homeland Security released recently identifies a number of high-priority ways in which emergency services can be improved. Better information sharing between organisations -particularly law enforcement and other first responders - and improvements in telecommunications systems, are among the most pressing problems to be resolved. Of particular significance has been the "inability of multiple first-responder units, such as police and fire departments, to coordinate their efforts ― even when they originate from the same jurisdiction," the strategy states.
