摘要

The UN Economic Commission for Europe (UN ECE) has published the Guiding Principles for the development of the UN model regulations on the transport of dangerous goods. The Guiding Principles have been drawn up after some experts suggested that there was a need to state the underlying aims and principles upon which the model regulations are based. This will help future regulators understand how and why the existing regulations have been developed and how future rulemakings should be designed. The Principles are also offered to national regulators to assist in the drafting of domestic legislation based on the UN model regulations.
