TOPS back on

Plans to build a $1.8bn oil import terminal off the coast of Texas look to be back on, after the former partners in the project reached a settlement. The Texas Offshore Port System (TOPS) project was announced in August 2008 by Oiltanking, Enterprise Products Partners and Teppco Partners. The latter two companies pulled out of the project earlier this year and Oiltanking filed suit. It is understood that a cash settlement has now been reached between the parties.
