Enterprise Products Partners, TEPPCO Partners, and Oiltanking Holding Americas have entered into a joint venture to design, construct and operate a new crude oil port offshore Texas, together with a pipeline system to facilitate delivery of crude oil to refining centres along the upper Texas Gulf coast. The Texas Offshore Port System (TOPS) will provide an efficient alternative to offshore lightering as it will include an offshore port and two onshore storage facilities totalling 5.1m bbls (810,000 m~3) of crude oil storage capacity. These projects are being developed through contracts with Motiva Enterprises and an affiliate of Exxon Mobil Corp. There will also be a 160-mile pipeline system with the capacity to transport up to 1.8m bbls per day of crude oil. There is additional room for future offshore expansions.
