The long-running dispute between the District of Columbia and railroads carrying hazardous materials came to an end this past June 28. DC agreed with CSX Transportation Inc that its Terrorism Prevention in Hazardous Materials Transportation Act of 2006 is preempted by the federal Hazardous Materials Transportation Act and the Federal Rail Safety Act, as amended, insofar as it deals with the District's jurisdiction over the transport by rail car of hazardous materials.
