The US Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a final rule under docket HM-244D this past September 13, making numerous editorial corrections and clarifications to the Hazardous Materials Regulations (HMR). As the changes are minor in nature, PHMSA says, the rulemaking has not been subject to the usual consultation period and the changes entered into force immediately. Cutting out the usual 30-day delay between publication and entry into force will also allow the changes to be reflected in the next published revision of Title 49 of the Code of Federal Regulations (40 CFR), which includes HMR.
