The US Pipeline and Hazardous Materials Safety Administration (PHMSA) issued its final rule under HM-256 on February 28. The ruling will prohibit texting on electronic devices by drivers during the operation of a motor vehicle containing a quantity of hazardous materials that is subject to the placarding requirements or any quantity of 'select agents or toxins' as defined by the Department of Health and Human Services.
