The January 1981 issue of HCB, which marked the beginning of the title's second year in existence, looks a little more familiar to current readers than those of 1980. There was more colour to the front page, for a start - perhaps the budget was boosted by the arrival of colour advertising. Speaking of which, there were some familiar advertisers making an appearance - Suttons International and Hoyer among them. What's more, the layout was beginning to settle down. The issue started with part of Herbert Kennard's report on the RID/ADR joint experts meeting, where there was talk of 'inflammables' and 'marginals' - two words you won't find in today's regulations. Herbert also looked ahead to the promised arrival of the Dangerous Substances (Conveyance by Road Tankers and Tank Containers) Regulations in the UK, which held out the hope that a long list of regulations, codes of practice and published standards - running to four full columns of text in the magazine - could be consolidated.
